There isn't even cross play between different regions of the same platform. XBOX-NA cannot cross play with XBOX-EU, for example. And there are obviously no addon discrepancies or Sony-vs-Microsoft challenges there. So the difficulties must go much deeper than that.

From what I have read on the forums, it's possible to have both an xbox account and pc account with just one account. My issue is when I log into my ESO account, not the game, on my computer browser I can see that my xbox account is linked in the settings. But, when I try to log into the game software on the PC, I can not figure out my log in
Firstly Microsoft didn't want to share their servers with Sony, which is why there is no cross-platform between PS4 and Xbox1. On top of that Sony was even willing to drop it's PS4+ subscription for ESO players, while Microsoft didn't want to drop Xbox Gold subscription. That's the main reason why ESO is today B2P with optional subscription.
