It still has uses, just like the Springer. Raptor's dismount groups enemies, which can be very convenient when applicable, and Springer has the biggest breakbar hitter of the mounts. But given the mount design, I actually really don't like Skyscale much since it's literally just "Springer, but better (with exception to breakbars)."

I used 2 other ways : you can go on the boat you past before the pole, use the springer and aim for the hill. You have to aime carefully though, it's the Dismounting that puts you on the ledge.
Edit: My first idea seems like a dead-end. I went to the springer ranch in Desert Highlands and picked up one of each springer-related item I could find - a Tasty Carrot, Tasty Golden Carrot, Springer Carving, Golden Springer Carving and a Mini Springer Mount.
