Correct. The city data from the map mod lingers after the mod is removed thus preventing that Profile from completing the achievement. This applies to ANY map mod that adds cities, not just Promods. However, having Promods installed does not prevent you from completing the achievement. You just have many more garages to purchase when using Promods.
